完善 ONCE benchmark

The community has already submitted a PR (Pull Request) on open-mmlab/mmdetection3d#2257 , which supports point cloud data on ONCE. However, the accuracy of PointPillars is slightly lower compared to the official version. We will continue working on aligning the accuracy in that PR.

目前已经有社区 PR open-mmlab/mmdetection3d#2257 支持了 ONCE 上的点云数据，
但是 PointPillars 的精度与官方比稍差一点，继续在该PR上对齐精度
