[CUDA][CTS] Update program match file

Two urProgramGetInfoTest match entries were recently accidentally
changed to allow *any* test to optionally fail, rather than the two we
know about.

Another - urProgramGetInfoSingleTest.NumDevicesMatchesDeviceArray - was
added in 4c0476c and we can't account for it, so optimistically remove
it from the match file.

Also add a few comments to match the equivalent HIP match file.
