Support latest versions of NDBC API

Since GSoC and the implementation of NDBC API, it seems there have been changes to the responses keys, etc. we need to support the latest version in Searvey.

Note: In the conda package (feedstock) the version specified is higher than what is specified in current pyproject.toml because that was the earliest conda version available:
