[Feature]: Support obproxy deployment using okctl #723

Describe your use case
obproxy is an import component for applications to connect to oceanbase cluster, the deployment of obproxy is not that easy especially the configurations of rs_list/configserver and parameters, we have provided a script to deploy obproxy, but for a consistent experience, it's necessary to provide this feature in okctl.

provide a bunch of commands to manage obproxy in okctl
