can not setting even after restart obsidian

can not set options after entering setting page,showing "changing any settings requires a restart of obsidian" in red, i don't konw wheter it is caused by the obsidian edition (0.13.23 used)

After installing the plugin, I received this prompt. I followed the prompt to restart Obsidian, but the prompt still exists. I even restarted the PC and it still didn't work.

@LevonLu That is a permanent instruction. It does not go away. You do not need to take any action, unless you change settings - then just restart Obsidian at that point.
