Manual reordering support

Hi, I was about to make a feature request but saw that multiple have already been made.

A manual reordering mode would be really helpful. It's kind of possible with priorities but doesn't work very well. I know this feature has been turned down before, but I'm not exactly sure why. I haven't looked into Tasks' codebase, but something like up and down arrows to move a task up or down don't seem that difficult to me.

I'd much rather keep all my tasks in one area rather than have to copy them to a daily note, reorder them, and then have to sync the state changes between there and Tasks.

If this wouldn't require a major architectural change, I'd be happy to help with the implementation.
