chore: Use v2 of codeql-action (#811)

Current CodeQL runs show deprecation warnings for the v1 codeql-action uses and suggest using v2. This is a backend change to CodeQL that should not affect the analysis at all. Updating the codeql config file to use v2, which will get rid of the deprecation warnings.
