Remove sleep when spinning up Localnet

Since podman-compose doesn't support container dependencies based on health checks, there is currently sleep inside the oracle startup script to wait until the sapphire-localnet is ready and the contract was deployed. Find a way to remove it and speed up Localnet development.

The sapphire-localnet image contains a script at /wait-container-ready.sh, which waits for the container to finish starting up, so the only thing left to figure out is how to wait for the contract to finish deploying :)
