Hash Restructuring

• Dieter has uploaded a new proposal for restructuring sections for hash functions including BLAKE2B, key derivation based on hash/expansion functions, and HMAC; see https://groups.oasis-open.org/higherlogic/ws/public/document?document_id=72910&wg_id=922ef643-1e10-4d65-a5ea-018dc7d3f0a4 . Ask people to have a look and comment ( Simo already shared feedback on GOST R34.11).
• Dieter himself found some small issues and shared screen during the meeting. Added Blake2b to all of the tables. Added Blake2B derivation to the table. We are missing Blake2b as a hash. why? something related to post quantum signing. Shake may need an absorb & squeeze interface, slightly different than standard digest. that would be beyond this editorial update. ChaCha may be similarly half used. Bob will file a git issue to track this.
• There are 2 small paragraphs in 6.8 or 6.9 that don't have a lot of content - may drop them. Dieter will take a look.
