The "footnotes" are 4,6,7 for CKA_SEED and 1,4,6,7 for CKA_VALUE which means that CKA_SEED is optional in C_CreateObject, and CKA_VALUE is required. The text below the table says that only one of them must be specified "on C_CreateObject".

The prose are correct. Removing the footnote could be an editorial change, since it is incorrect. in 3.3 we can add a corrected footnote to the table. let's include this comment in the log as well.
