[Bug] Reverse order of buttons for filtering and removing filters

Describe the bug
Order of buttons for filtering and removing filters isn't consistent with the design

To Reproduce

1. Go to https://demo.openselfservice.com/
2. Log in as demo user
3. Go to Notifications page
4. Apply dome filtes

Expected behavior
Remove filers button is below button for filtering
