[Bug] [Notifications] Filters don't work correctly #156

Describe the bug
"No notifications" info is presented on the screen, when user applies filter for Medium priority, while - at the same time - there are rows with Medium priority in table
To Reproduce
Steps to reproduce the behavior:
- Go to https://demo.openselfservice.com/
- Log in as demo user
- Go to Notifications page
- Click Filter&Sort to see filters
- Select Medium Priority in Priority dropdown and apply filter
Expected behavior
All statuses presented in table are available in filters and results are presented correctly

Another filter issue: select type General and status Viewed - there are also no results, while rows with this type and status are available in table
