Identify all CI failing tests for FE

Check all tests that fail when running CI for the FE.
Add all failing tests to this Fix list #1212.

Once list is updated, create a sub-issue of the above for yourself to fix any of the tests if they are strictly FE.
Tests that break in rust code can stay on the original list.
