Twilio WhatsApp OGG attachments

Twilio is rejecting OGG audio attachments we are sending. Perhaps related to this:

**WhatsApp outbound OGG is only supported when the ogg file uses the opus audio codec. These files may have the .ogg or the .opus extension.

Per https://developers.facebook.com/docs/whatsapp/on-premises/reference/media the content type needs to be "audio/ogg; codecs=opus"
