concealer module not loaded

I'm sure I'm missing something obvious but I've not been able to get to the root of it. Could anyone help me identify the issue and why concealer module isn't loaded?

Needed to uncomment the tag = "latest" in the packer config!

Oh yeah I think that the latest tag does not update . I will delete it and provide a better method to have stable updates only
