setting of scenario_sboxcostfixed

The assignments of and from scenario_sboxcostfixed in https://github.com/numbbo/coco-postprocess/blob/main/src/cocopp/testbedsettings.py have (apparently) no effect. They are probably meant to change .settings['scenario'] (but they don't seem to do this job).

The scenario is used in preparetexforhtml.py, so most likely it has an effect when creating the html captions...

The code where the above variable is handled has (according to ruff and to my reading) no effect, that means, the scenario may be used in preparetexforhtml.py but it was in effect not set before it is used.
