Make Telplin more resilient 

When Telplin fails to generate a signature file, it just completely gave up.
It would be nice if it could also generate a signature file, even when it failed to process one binding.

I'm currently facing a parse error for something generated in a 4000 lines file.
A bit of a needle in the hay to address this.
