Access Error on Test Plan and Test Suite Migration with Project Admin Access

While migration ADO work items including basic WorkItems, Test Cases, Test Plans and Test Suite, Everything is migrated except for Test Plans and Test suites. Only a few copied and else stopped with following error.

System.AggregateException: One or more errors occurred. ---> Microsoft.VisualStudio.Services.WebApi.VssServiceResponseException: You are not authorized to access this API. Please contact your project administrator ---> System.UnauthorizedAccessException: You are not authorized to access this API. Please contact your project administrator

The Error does not specify if its the source or destination causing the error. On both end we are making use of Project Administrator access tokens.

It sounds from the error that the account that you are using does not have a Test license!

You must also be a Collection Admin.
