EmbededImagesRepairEnricher: Unable to fix HTML field attachments for work item

I'm doing some tests runs for work item migrations. I have tried multiple different work items but they all seem to fail with the error below. The description field is not a requied field according to the process definition.
When I compare the _apis/wit/workItems/123456 I don't see any obvious data missing.
