This is not a bug. As per the log "Not all work items in scope contain a valid ReflectedWorkItemId Field!".

All work items in scope for the migration MUST contain the configured RefectedWorkItemId field.

Yes i got it , but for shared parameter work item in azure devosp is hidden type rigt.
How we can add RefectedWorkItemId for that.

You can't; you need to use an existing field, as you should see in the documentation linked.
