Consultation on Big Project Migration Plan

I have a three-year project comprising 19,500 work items. I plan to divide it into segments, each spanning a six-month period, considering potential network issues and other technical challenges.

My question is: should I initiate the project from the top down or from the bottom up? The project spans from 2021 to 2023, so should I commence from 2021 onwards or from 2023 downwards?

(I can't use: FilterWorkItemsThatAlreadyExistInTarget
Because it is a different tenat and it exceeds 20k work items in the query and then I cannot exceed that)
