Migration of TFS Labels into Azure Devops Tags

Hi,

I have a requirement to migrate from TFS 2013 labels into Github Tags. Currently, labels are created based on changeset or branches or files. We wanted to create a tags based on label fileset and not wanted to create a tag based on branch or commit. Is it possible to migrate fileset of labels to tags with same fileset in labels to tags

This is not posible in teh current codebase.

We do not have any tools that access TFVC.
