Transfer rustowl-flake to nix-community

The author of rustowl would not like to maintain a flake in their repository.
Because rustowl currently requires a nightly rust toolchain, it can't be packaged for nixpkgs yet, so I created rustowl-flake.
I don't intend to maintain it alone long-term, and @xBLACKICEx has expressed interest in maintaining it with me.
So I thought it might be a good idea to transfer it to nix-community.

@mrcjkb You should be able to transfer the repo as you are a member of the org.

After the repo is transferred I'll restore your permissions on the repo, github usually downgrades them during the transfer.

@xBLACKICEx I've sent you an invite to join @nix-community and I've added you both to @nix-community/rustowl-flake team.
