The 'nix-community' organization forbids access via a fine-grained personal access tokens if the token's lifetime is greater than 366 days

am update my github token recently, but when I download the tar of repo, there is a error:

Could you disable this rule? I don't want update my github token per year. :(

For fine-grained personal access tokens, the default the maximum lifetime policy for organizations is set to expire within 366 days. Personal access tokens (classic) do not have an expiration requirement.

For now I've disabled it but other admins may have a different opinion. cc @nix-community/admin

I found that fine-grained persion access token can be set to have no expiration time, which may be caused by recent GitHub updates.

Setting it to no expiration time is quite reasonable since I am just downloading the tarball.
