"focus dfs-prev" doesn't work when all windows are floating

Steps to reproduce:

1. Open two windows in a single workspace
2. make both windows floating ('layout floating tiling')
3. Try to switch windows by 'focus dfs-prev --boundaries-action wrap-around-the-workspace'

Expected result:
Focus change goes to the next window

Actual result:
No switching

Additional info

It works when at least one window has the tiling layout
