Workspace is falsely split as if it spanned two workspaces

Steps to reproduce:

1. Move window A to an empty workspace
2. Move window B to the same workspace
3. Focus on that workspace

Expected result: the windows are in a tiling or accordion layout together on the screen at the same time
Actual result:
The windows are in a layout together, but actually appear on different "screens". Using alt+<vim directional key> can be used to focus between them, but we jump between two screens within the layout.
