Incorrect Window Placement with Rotated Monitor

When one of the displays is rotated 90 degrees (portrait mode), switching to another workspace causes new windows to be positioned incorrectly. Specifically, they appear on the right side of the rotated monitor, but at the bottom of the screen.

I have the default configuration, took out all the workspaces but left in the default 9 workspaces and only changed this part (And resetting it to default does not mitigate the bug):

    outer.bottom =     10
    outer.top =        10
    outer.right =      10

Steps to reproduce:

1. Set up multiple monitors using the default display configuration, but rotate one of the monitors 90 degrees:

Expected result:
Windows should open centered or in their expected position relative to the workspace grid and monitor layout.

Actual result:
New windows appear at the bottom-right edge of the rotated display, instead of respecting the logical workspace grid.
