why do hidden pixels go into bottom corners?

Hi, I am curious whether there was a technical or UX reason to put the hidden pixels in the bottom corners?

I find myself pushing the mouse into those corners accidentally far more often than into the top corners.

i think there's an issue mentioning that it's impossible to put app window in the top corners in macOS.
