Set all windows to float in a specific workspace

I'd like to set all the windows on a specific workspace (say, workspace 1) to be floating. When I launch a new application, it should appear here as floating. Then, I can organize these windows in other workspaces as necessary, with the proper tiling settings.

Is there a way to achieve this today? Should it be a feature idea?

Until that is implemented in the core, perhaps there are workarounds? One that springs to mind is a universal on-window-created trigger that runs a script to check if the currently active workspace is marked as all-floating via some state storage (a file?) and sets it to floating if so.

You may be able to use the Window Detection callback defining the workspace that you want all floating as the detection, and run the action layout.floating on that. The docs don't specify which options are required or optional, or if it will work as long as you have any of the detection options (in this case if.workspace).
