Move the disabled extensions to a separate list #20
Description

http://forums.mozillazine.org/viewtopic.php?p=11586605#p11586605 (and I think
this was requested before).
This should probably be done as an extension of the template functionality, so
that the people who care about this choice could tweak their template not to do
this.
