[Bug]: Manual Setup and Installing Development VIPC

Summary

The docs/manual-instructions.md don't seem to specify the installation of a .VIPC file.

I also note there are currently two .VIPC files which "Dependencies" and "runner-dependencies".

One might assume that Dependencies would be the one that needs to be applied but it is lacking LUnit.

I am happy to submit a PR which updates the instructions and any VIPCs but would need clarification if Dependencies is indeed the VIPC that should be applied.

I have deleted the deprecated dependencies.
runner_dependencies.vipc is now the one we will use for development.
I need to create however a new set of dependencies for manual install. This will be a new issue

Due to a lot of weird stuff we had to do with rebasing, etc, I am going to delete the associated branch and create a new one based on the current develop.

I think I started working this with #307. Once @svelderrainruiz gets the build stuff to a more steady state, I'll get a PR into that feature branch and we can examine that in light of changes needed through this issue.

@j-medland, Review docs/manual-instructions.md as it currently is in develop. It may be good enough to be able to close out this issue. I only did a very quick check of that file.
