Move development dependencies

Development dependencies are included in project.optional-dependencies.dev. I propose moving them to [dependency-groups] instead.

If it would be helpful, I'll open a PR that makes that change and adjusts the uv calls in test-suite.yaml.

Thanks for this - I was vaguely aware of the dependency groups but haven't had a chance to sit down and figure out how to use them properly.
