ingest: switch to Pathoplexus data #331
Description
Pathoplexus has additional restricted records that are not available in NCBI that would be nice to include in our analyses. See changes in nextstrain/rsv#93.
Slightly blocked on release of Auspice & Augur that support arbitrary URLs to comply with PPX data use terms.
