XIOS configuration should be available through the help-config system.

All parts of the model that are configurable through the config file have on-line help text available by running nextsim --help-config. Since XIOS has gained configuration options, it should provide help text through the help-config system. This could be part of the ModelComponent class that is used to interface XIOS with the rest of the model.
