Promote new or overhauled templates upon update

We would like to make new and improved templates available to each user/globally after a richdocuments update.

Describe the solution you'd like
Probably something like the UpdateEmptyTemplates command, but not destructive (user added or modified templates should not be changed) and executed upon each update, perhaps as repair step.
