Steps to reproduce

1. Upgrade to a new major version, e.g. nc 32
2. firstrunwizard opens
3. it shows the initial video so starts from the beginning

Expected behaviour

It should directly show this page:

If you have access to your command line run e.g.:
sudo -u www-data php occ app:list
from within your Nextcloud installation folder
