permissions for journaling

Hi all,

we would like to allow journaling to users, which are restricted to edit the other data of an site/device/etc. (aka Primary Model).

If I understood the system of permissions right, this is not possible and the users needs the permission to edit the whole model.
Did I get this right? If yes, I'm thinking to change this to a feature request...

Or is there a way to allow journaling while preventing changes to other data of the model?
