BANNER_TOP / BANNER_BOTTOM Styling

Is there a best practice way to style the Banner Config options? HTML? Custom CSS?

I'm not super savvy in either, but gauging my options before asking for help. :)

Most specifically, I need to style the Banner to Match Classification Markings, e.g. https://www.astrouxds.com/components/classification-markings/#banner-examples
