Same problem when upgrading from 3.6.9 to 3.7.8.
I copied the netbox/static directory from the previous version as a temporary fix.

Fresh install of 3.5.8 or 3.7.x also produces this error for me. Is there a fix for this?

the issue is with some documentation feature that not relevant for the actual service
my solution was to run after the upgrade.sh script these commend:

this one will collect and create the static files for the web-UI:
python3 netbox/manage.py collectstatic --no-input
this one will reindex the databases:
python3 manage.py reindex --lazy
python3 manage.py reindex

This doesn't apply to me, or I suspect for OP, as upgrade.sh doesn't actually complete successfully.
