Found a solution, and did it the worst way :-)

  1. Dump Database and copy netbox-files to a new, untouched ubuntu 22-04 host
  2. get it flying
  3. update netbox on that new machine (with internet access)
  4. setup a new RHEL 9 machine with clean and empty netbox, up to date version
  5. get it flying
  6. when update on ubuntu host is through, dump db and restore on new rhel 9 host
  7. create vm ovf image and deploy in airgapped environment

I don't want to go through this again (especially the scanning and verification of files on the VM before putting it into an airgapped env...)
Worked for now. In the future I will go towards buying an enterprise licence.
