This specific issue has been resolved. The issue was that the instructions were not explicit on how to login to the development server. I was attempting to do so within the same window in which I opened the server. Perhaps including a snippet in the instructions for "in a separate web browser, enter the hostname in the address bar to connect..."

Would have saved me a few hours in troubleshooting.
