Create kubernetes cron job that uploads invoices to Backblaze

Similar to `openstack-billing-from-db` [here](https://github.com/CCI-MOC/openstack-billing-from-db/tree/main/k8s/base) it should use the [command](https://github.com/nerc-project/coldfront-plugin-cloud/blob/main/src/coldfront_plugin_cloud/management/commands/calculate_storage_gb_hours.py) to generate invoices and upload them to Backblaze.
