Done:

• upgrade nearcore to Rust 2021 / rustc 1.56
• Benchmarked intinsics-based gas metering implementation
• Fixed compilation for M1 chips

In Progress:

• Investigating slow compilation time in wasmer2: conter-intuitively, singlepass is slower to compile than cranelift.
• fix logging for host functions to not be overly verbose for gas calls
• setting up proper CI in our fork of wasmer
• Upgrade estimator docker image
• Add pure-rust cost comparing functionality
