What needs documentation?

With the release of global contracts, developers can now leverage the global contract registry to re-use code in multiple accounts without needing to pay storage on each one of them

We need to create a section for global contracts, as well as explain how to leverage them.

Acceptance Criteria

• Create a section on global contracts
• Explain how to use them on the cli, and apis
