accguide*: Account for the latest TPE nucleotides, both regular and WGS.

Disregard CAI942xxxx TPE accessions' disapparance from search results
(which turned out to stem from suppression rather than reclassification)
but go ahead and bump accguide2.*'s high-water mark comment.
(accguide.txt's is stalled along with the remainder of that portion of
the file, which would otherwise grow completely out of hand.)
