it seems than reload doesn't work for changing listening ip address.

When application starts i want to only listen to 127.0.0.1 and when all initialization completed, change it to "0.0.0.0" and reload server.
but after reloading it is listening on old ip address.
is it my problem, or is it supported to change host field for reloading?

how can i simulate this behavior?
i am using custom account resolver, and don't want any connection established before all accounts loaded and system is stable.
