Description
Need to create a reusable component for selecting start/end time of an interval.
Form element
The form control element should appear as a text box displaying the currently selected time.
Hovering over the element should display a pointer-cursor.
Clicking on the element should open a flyout.

One column for hour (1-12)
One column for minute (0-59
One column for AM/PM
