Separate enabling of internal NAM transfers vs. external (IBC)

An idea to split the transiton to Phase 5 proposal into two different ones:

1. Enable internal NAM transfers only (set param value to true)
2. Enable NAM transfers over IBC (increase IBC rate limit)
