Blender 3.5 switched from static to shared libraries as described in Library changes for Blender 3.5.
This change causes problems for Windows 7 because OpenEXR imports CreateFile2 if it's built for Windows 8 or newer. As a result the build from Blender's library repository will not start due to Kernel32.dll missing CreateFile2.

To fix this i've replaced the OpenEXR dlls with a version that will work on Windows 7. They were built from OpenEXR version 3.1.5 after applying the openexr_w7.patch from this repository and running "build.cmd <path to Blender library directory>". The OpenEXR files will be copied to <blender library dir>openexr\bin, overwriting the files present. This step should be done before running "make release".
