bug: iroh-doctor failed to send data

Describe the bug

@matheus23 and myself were dogfooding some iroh-doctor work. We got into a scenario where we both have direct connections, however I can send data to philipp, but he cant send to me. Instead of falling back to the relay, it just hangs for the both of us.

The specifics of the setup we're that this only seemed to happen when I was on my mobile hotspot (triggered fairly reliably). However this did not reproduce a couple days later when I tried with ramfox.

I don't really have additional useful logs anymore.
All I have is this:

Unfortunately I only had console logs and hadn't configured iroh-doctor to write log files.

Well, so PSA: Create a $HOME/.local/share/iroh/iroh.config.toml with file_logs.rust_log = "iroh=debug" and you won't ever lose your logs 😅

~/.config/iroh/iroh.config.toml on Linux I think? ~/.local/share/iroh/logs/ is where the logs end up though.

No, it needed to be ~/.local/share/iroh/iroh.config.toml for me.
